“DERC and Delhi government joined together

  to cheat Delhi consumers”

Professor Jagdish Mukhi, sitting MLA and former Minister for Finance charged Delhi government and DERC for excessively high rates of electricity. He was on a canvassing trail in his Janakpuri constituency and addressing his party workers.

“The tariff plan was changed at the instance of the Chief Minister. DERC did not function as an autonomous body but acted at the behest of the Delhi government.  In the first instance the bills sent to consumers were inflated manifold and subsequently given just token relief. This was a total betrayal of faith on the part of the government and the Electric supply companies. ”

Continuing his charge of collusion between the two, Professor Mukhi continued, “If the Congress government and the private companies were honest in their dealings, they would have agreed to an audit by the CAG. Their unwillingness to have their accounts audited by CAG is proof enough that they have much to hide. The companies have doctored their balance sheets and given a wrong picture to the people with a view to find justification for enhancement of rates. ”

Professor Mukhi cast severe doubts over the role of DERC. “It should have been headed by a retired judge of the High Court. That would have inspired faith in its judicial functioning. In its present form it is being manipulated by the government.”

“First the government allowed the private companies to enhance the rates for supply to Delhi consumers. Now the companies have been allowed to sell electricity even to other States. This is when cuts in supply to Delhi are becoming frequent. ”

Professor Mukhi concluded by asserting that the Congress government had no policy or plans to come up to the expectations of the people of Delhi. The people have lost faith in the promises and announcements being made by the Congress government from time to time. Delhi voters have now made up their mind to handover the governance of Delhi to Dr. Harshvardhan of the BJP under the inspiring leadership of Narendra Modi.

प्रो जगदीश मुखी, विधायक एवं पूर्व  वित्त मंत्री, दिल्ली सरकार एवं भाजपा उम्मीदवार ने आज अपनी जनकपुरी विधानसभा क्षेत्र में पदयात्रा कर कार्यकर्ताओं एवं मतदाताओं को सम्बोधित करते हुये कहा कि दिल्ली में बेइन्तहा बिजली के बिलों में हुई बढ़ोत्तरी से दिल्लीवासियों का बजट गड़बड़ा गया और जिस तरह से डी. ई. आर. सी. ने कांग्रेस की मुख्यमंत्री के इशारे पर टेरिफ प्लान में बदलाव किया वह इस बात का घोतक है कि डी. ई. आर. सी. ने कांग्रेस की मुख्यमंत्री के इशारे पर काम किया न कि स्वायत्तसेवी संस्था की तरफ।  पहले बिजली के बिल पांच से दस गुणा तक भेजे गए हैं अर्थात 500 से 1000 प्रतिशत बढ़ोत्तरी और बाद में केवल 19 प्रतिशत की कमी करने की घोषणा भीषण धोखा और विस्वासघात था।  

प्रो मुखी ने कहा कि जिस तरह दिल्ली की सरकार और डी. ई. आर. सी. की भूमिका जनता के समक्ष आई वह इस बात का घोतक है कि निजी कम्पनियों की सांठगांठ के चलते श्रीमती दीक्षित दिल्ली की जनता की आँखों में धूल झोंकती रही।  यदि कांग्रेस सही होती तो बिजली की निजी कम्पनियों के खातों की जाँच अविलम्ब सी. ए. जी. से करवाई जाती ताकि दिल्ली की जनता के सामने सच्चाई आती।  

प्रो मुखी ने यह भी कहा की कि  डी. ई. आर. सी. की भूमिका संदिग्ध नजर आ रही है और उसे पंगू बनाकर रखा जबकि उसे स्वतंत्र रूप से कार्य करने के लिए चुना गया।  जबकि होना तो यह चाहिए था कि किसी सेवा निवृत्त उच्च न्यायलय के न्यायाधीश को डी. ई. आर. सी. के चेयरमेन के पद पर तैनात किया जाता जिससे दिल्लीवासियों के हितों की रक्षा हो सकती।   

यही नहीं दिल्ली सरकार ने पहले तो बिजली कम्पनियों को दम बढाकर दिल्ली की जनता को लूटने की खुली छूट दी और अब दिल्ली की बिजली को अन्य राज्यों को बेचने की भी बिजली कम्पनियों को खुली छूट देकर दिल्ली की जनता से भारी विस्वासघात किया गया।  

प्रो मुखी ने कहा कि जन अपेक्षाओं  पर खरा उतरने के लिए कांग्रेस के पास कोई नीति ही नहीं है जिससे जनता की सेवा की जा सके  और अब दिल्ली की जनता कांग्रेस की बांटो और राज करो की नीति को समझ गई है और मतदाता 4 दिसंबर को श्री नरेंद्र मोदी जी एवं डॉ   हर्षवर्धन जी  के नेतृत्व में देश और दिल्ली सोंपने को तैयार है।

2, 77,518 FORMS SUBMITTED IN 2008

NOT A SINGLE HOUSE ALLOTTED IN THE NEXT 5 YEARS”

 The disclosure was made by Professor Jagdish Mukhi, sitting Legislator and former Minister for Finance, Government of Delhi. He is the BJP candidate from Janakpuri Constituency of Delhi Assembly .

“ Prior to the last election  for Delhi Legislative Assembly , foundation stones were laid by the Congress government for building houses for the poor in Kathputli colony , Kusumpur Pahari , Vasant Kunj , Kalkji and Wazirpur .

None of the projects have been completed as yet. ”

Professor Jagdish Mukhi was felicitated on his birth day by thousands of party workers, personal friends and admirers.  He thanked all his well wishers and asked them to over throw the Congress government from Delhi in the  up coming election .

Continuing his election campaign, Prof.Mukhi went through blocks C4A, C4B, C4C, C4E, C4F, C4G and C4H and met the voters door to door.  He has been getting immense voter support in    Janakpuri constituency.

“Every time  before the elections , Congress is in the habit of making false promises of providing affordable houses to the poor people of Delhi. None of the promises made during the last election have borne fruit.

These promises are all bundle of lies. Lakhs of rupees were spent on advertisements highlighting foundation stone laying for housing poor people at Kalkaji by a Congress Legislator on September 23 /2011. The promise was for   8000 flats. Not a single flat has come up so far.”

Professor Mukhi made many more revelations about false promises made in the past  by Congress government in Delhi.

“Delhi has 6 lakh Jhuggis. People living in these shanties were also promised Flats but no Jhuggi dweller has received any flat so far.

People of Delhi are fed up with such bogus pre election promises that are conveniently forgotten once the elections are over. They are no longer going to be deceived by bogus pre-election  announcement. Voters in Delhi will  this time give a fitting reply to all the deceptions heaped on them in the preceding years. A vote for Dr. Harshvardhan under inspirational leadership of Narendra Modi is going to be  their verdict on December 4.

जनकपुरी क्षेत्र में प्रो मुखी को अपार जनसमर्थन प्राप्त हो रहा है।  मतदाताओं एवं कार्यकर्ताओं को सम्बोधित करते हुये प्रो मुखी ने कहा की जब -जब चुनाव नजदीक आये हैं कोंग्रेस को गरीबों को मुफ्त मकान देने की याद आ जाती है।  जबकि पिछले चुनावों में भी जो मकानों की घोषणा की थी आखिर वे सब झूठ का पुलिंदा ही साबित हुई और वे बरसाती मेंढक जैसी घोषणायें  हीं थी।   

प्रो मुखी ने कहा कि समाचार पत्रो के माध्यम से कुछ दिनों पहले लाखों रूपये खर्च कर कालकाजी में गरीबों के लिये मकानों के शिलान्यास के विज्ञापन आये हुए थे जबकि कालकाजी में 23 सितम्बर 2011 को भी कोंग्रेसी विधयाक द्वारा 8060  फ्लैटओं  के लिए शिलान्यास किया गया परन्तु आज तक एक भी फ्लैट मिला नहीं।  

प्रो मुखी ने कहा कि पिछले चुनाव के समय राजीव रतन  आवास योजना के अंतर्गत 2,77,518 लोगों ने लाठी डंडे खा कर फॉर्म जमा करवाये थे परन्तु आज तक उस योजना में भी एक भी गरीब को मकान नहीं मिला। पिछले चुनाव से पूर्व कठपुतली कॉलोनी, कुसुमपुर पहाड़ी, वसंतकुंज, कालकाजी और वजीरपुर के जेलवाला बाग में मकानों का शिलान्यास किया गया था परन्तु आज तक किसी एक भी योजना पर सरकार काम नहीं कर पाई।  

दिल्ली में 6 लाख झुग्गियां हैं उन्हें भी फ्लैट बना कर देने का वादा किया गया था परन्तु एक भी झुगी झोपड़ी वाले को फ्लैट या प्लॉट नहीं दिया गया।  कांग्रेस सरकार हर बार वायदा कर के  विस्वासघात करती रही है।  इसकी कथनी और करनी जनता जान चुकी है और वह अब इन झूठी, हवाई एवं फर्जी घोषणाओं के भ्रम जाल में नहीं आने वाली और इसका उचित जबाब आने वाले 4 दिसंबर को विधानसभा चुनाव में देने को तैयार है और श्री नरेंद्र मोदी जी एवं डॉ हर्षवर्धन के नेतृत्व में देश और दिल्ली सोंपने को तैयार है।

CONGRESS JUST REAPING BENEFITS

OF SCHEMES INITIATED BY BJP

Professor Jagdish Mukhi, sitting MLA and former Minister for Finance, Government of Delhi is seeking reelection from Janakpuri constituency.

He was out on canvassing trail along with hundreds of his admirers and BJP workers.

“Congress government makes tall claims about what it has done in Delhi but the fact is that it has only carried forward the plans and projects initiated by BJP.

Projects like the city Metro and Polio Eradication had been initiated during the BJP regime. In so far initiating new projects is concerned, Delhi government has a dismal record. ”

Listing the achievements of the former BJP government, Professor Mukhi said,

“It was during the BJP rule that cow slaughter was banned in Delhi. Each legislator was sanctioned Rs. 1 lakh for Development Works in his constituency. Sales tax was abolished on 36 items and reduced on another 63 items. Revenue receipts registered an increase of over 27 % in spite of these concessions on items of common use. People were Delhi was liberated from the curse of Lotteries. Indraprastha University was established which opened new avenues for technical and higher education. Advertising of Alcoholic liquors was banned and 18 days in the year were declared DRY days to maintain religious sanctity of these days.

Old age pensions at the rate of Rs. 200 per month were introduced. Polio Eradication programme was executed in Delhi with efficiency that earned appreciation from International agencies. Provision was at Nigambodh Ghat for last rites with Yamuna water. Agreements for supply of water to Delhi were signed with five State governments. Fly over was built to ease traffic congestions at Ashram Chowk. Other major highway projects included Indo-Japan Collaboration Bridge near Nizamuddin and NOIDA toll bridge. In addition 15 new Flyover projects were initiated .Five new Colleges were opened.

Yamuna Development Board was set up. Compensation to farmers was increased three fold. Recommendation was made for regularization of 1071 unauthorized colonies. Delhi was reorganized into nine Districts. Two additional Bus Terminals were set up [at Sarai Kale Khan and Anand Vihar. A Slum Board and a Mini MASTER PLAN was created for rural areas of Delhi. Okla. Water Treatment Plant also came up during the BJP regime.  ”

Professor Mukhi was very upbeat about the track record of BJP while in power at Delhi.  “The entire five year term of BJP was free from any communal riot. Budget allocations in Delhi swelled from Rs. 980 cores to Rs. 2700 crores.

Jhuggi dwellers were given one electric point for just Rs. 15 and two points for Rs. 30. Ration cards were made available to over 8 lakh Delhi residents. Maternity benefit programmes were launched along with programmes for distribution of Hearing Aids. Permission was granted for adding another floor to existing buildings. Subway pedestrian pathways were created. Parks were set up in large numbers and Delhi roads were broadened for easier traffic movement,

The number of water tankers was increased from 325 to 1200 and deep tube wells increased in numbers from 600 to 1630. Electric supply increased from 1600 to 2400 Mega watts. Cables were laid for supply of electricity to rural areas. Sixty Mobile dispensaries were made operative to serve the Jhuggi dwellers. Budget allocations for Education were enhanced to 10 % of the budget. Education in Government schools was made free unto class XII.  Recruitment Board was set up for Delhi. Plots were allotted to industrial units functioning in residential areas. Commission for Women was set up along with Committee for visits to religious places. Pensions of Freedom Fighters were enhanced. ”

“Voters in Delhi have seen through the hollow promises being made by Congress on Election eve. They are no longer going to be deceived and are ready to vote for a government under the leadership of Dr. Harshvardhan. Delhi will see a government inspired by achievements of Narendra Modi on December 4.” Concluded Professor Jagdish Mukhi .

प्रो जगदीश मुखी विधायक एवं पूर्व वित्त मंत्री, दिल्ली सरकार एवं भाजपा उम्मीदवार ने आज अपनी जनकपुरी विधानसभा क्षेत्र के अंतर्गत भाजपा कार्यकर्ताओं के लाव लस्कर के साथ पदयात्रा कर मतदाताओं से संपर्क किया एवं बैठक की।  जनकपुरी क्षेत्र की जनता का अपार जनसमर्थन प्राप्त करते हुये मतदाताओं एवं कार्यकर्ताओं से प्रो मुखी ने कहा कि कोंग्रेसी मुख्यमंत्री दिल्ली में विकास की जिस रफ्तार की बड़ी -बड़ी बाते करती हैं, जैसे मेट्रो रेल, पोलिओं उन्मूलन की शुरुआत आदि वे सारे कार्य भारतीय जनता पार्टी 1993 -98  के कार्यकाल में शुरू किया था।  नये कार्य के सृजन में कोंग्रेस की सरकार फिसड्डी साबित हुई हैं।  प्रो मुखी ने स्मरण कराते हुए कहा कि भारतीय जनता पार्टी के 1993 - 98  के शासनकाल में जो अभूतपूर्व कार्य किये  वो निम्न हैं।  

जबकि भारतीय जनता पार्टी ने दिल्ली में कई प्रमुख कार्य किये जिनमें दिल्ली की योजना राशि में देश के इतिहास में सर्वाधिक वृद्धि।  दिल्ली में गौ हत्या पर रोक।  प्रत्येक विधायक की संस्तुति पर एक लाख रुपया।  देश के इतिहास में पहली बार 36 वस्तुओं पर से बिक्री कर समाप्त किया तथा 63 वस्तुओं पर बिक्री कर कम करने के बावजूद सरकार के बिक्री पर राजस्व में 27 प्रतिशत से अधिक की बढ़ोत्तरी।  लाटरी पर प्रतिबंध लगाकर दिल्ली कि जनता को लाटरी के अभिशाप से मुक्ति दिलाई। इंद्रप्रस्थ विश्वविधालय की स्थापना कर रोजगारपरक तकनीकी शिक्षा को बढ़ावा दिया।  शराब के सार्वजनिक विज्ञापनों पर पर्तिबंध लगाकर और 18 धार्मिक त्योहारों को ड्राई डे घोषित कर नशे के खिलाफ अभियान चलाया।  दिल्ली में मेट्रो रेल परियोजना को लाया गया।  60 वर्ष से अधिक उम्र के वृद्धो को 200 रुपये पेंशन।  पोलियों अभियान को दिल्ली से मेट्रो प्रारंभ हुआ और पुरे देश में ही नहीं विश्व में भी विशेष स्थान दिलाया।  ब्लू साइन बोर्ड।  दिनांक 12 . 06 . 1998 को 5 राज्यों में जल समझौता।  निगम बोध घाट पर गंगा, यमुना जल से अंतिम स्नान की व्यवस्था की गई।  वाहनों की आवाजाही को सुगम बनाने के लिए अखिल भारतीय विज्ञान संस्थान के पास फ्लाई ओवर तथा आश्रम चौक पर फ्लाईओवर का निर्माण के आलावा निजामुदीन स्थित्त  भारत जापान फ्रेंडशिप ब्रिज का निर्माण, नॉएडा टोल ब्रिज का निर्माण। 5 नए कॉलेज खोले गए। यमुना विकास बोर्ड का निर्माण। 1071 अनधिकृत  कॉलोनी को पास करने की संस्कृति। किसानो की जमीन का मुआवजा 3 गुना दिलाया। दिल्ली में 9 राजस्व जिलों का गठन। दिल्ली में 2 बड़े बस टर्मिनल सराय काले खां और  आनंद विहार का निर्माण। दिल्ली के गांवों के लिए मिनी मास्टर प्लान।  बोर्ड का गठन। ओखला वाटर ट्रीटमेंट प्लांट का निर्माण। मुख्यमंत्री कार्यालय को लोकायुक्त के दायरे में लाया गया। 5 वर्षो में एक भी दंगा नही हुआ। दिल्ली के बजट 980 करोड़ से बढाकर 2700 करोड़ रूपया किया गया। झुग्गी बस्तियों में  रहने वालों के लिए 15 रुपये में 1 पॉइंट और 30 रूपए में 2 पॉइंट के बिजली कि व्य़वस्था। 8 लाख लोगों को राशन कार्ड। दिल्ली में मजदूरों का वेतन  सबसे अधिक। दिल्ली में पोलिओ अभियान के अतिरिक्त मातृ सुरक्षा और हियरिंग पॉवर अभियान। दिल्ली में एक फ्लोर के अतिरिक्त निर्माण कि अनुमति। दिल्ली में सबवे पैदल पार पथ का निर्माण। 15 फ्लाईओवर के निर्माण प्रारम्भ कराया गया। बड़े पैमाने पर पार्को का निर्माण, बड़े पैमाने पर दिल्ली की सड़कें चौड़ी करने का कार्य। पानी के टैंकर की संख्या 325 से बढाकर 1200 और गहरे नलकूपों की संख्या 450 से बढ़ाकर 4000। ट्यूबवेल कि संख्या 600 से बढाकर 1630 । इलेक्ट्रिसिटी 1600  मेगावाट से बढ़ाकर 2400 । दिल्ली देहात में बिजली की सुविधा के लिए केबल डाली गई। दिल्ली के गावों का लाल डोरा बढ़ाया गया। दिल्ली की झुग्गी बस्तियों के लिए 60 मोबाइल डिस्पेंसरी खोली गई। दिल्ली के टोटल बजट का 10 प्रतिशत शिक्षा पर व्यय। 12वीं तक फ्री शिक्षा की गई। दिल्ली में अपना रिक्रूटमेंट बोर्ड का निर्माण। दिल्ली के रिहायशी क्षेत्रो में कार्य कर रही औद्योगिक इकाइयों को औद्योगिक प्लॉटों का आवंटन। दिल्ली में महिला कमिशन। धार्मिक स्थलों पर जाने के लिए कमेटी का निर्माण। फ्रीडम फ़इटर्स कि पेंशन में अभूतपूर्व वृद्धि आदि आदि। 

 कांग्रेस सरकार की कथनी और करनी जनता जान चुकी है और वह अब इन झूठी, हवाई एवं फर्जी घोषणाओ के भ्रमजाल में नहीं आने वाली और इसका उचित जवाब आने वाले 4 दिसंबर को विधानसभा में देने को तैयार है और श्री नरेन्द्र मोदी जी एवं डॉक्टर हर्षवर्धन के नेतृत्व में देश और दिल्ली सोंपने को तैयार है।

CONGRESS GOVERNMENTS AND SCAMS HAVE BECOME SYNONYMOUS

“The country’s economy is in the ICU. It needs experts like Narendra Modi to bring it back to normal health. In Delhi, we need a BJP led government led by Dr. Harshvardhan. From Janakpuri we need a thumping victory for Professor Jagdish Mukhi. ”

These observations were recorded in a resolution by over 150 medical practitioners of Janakpuri constituency. In their meeting, the doctors also expressed thanks to Professor Mukhi for having helped them in getting land allotted from the DDA for IMA.  Prominent among the members present during the meeting were Dr. Kamal Singhal, Dr. S.C.Singhal, Dr. Lokesh Gupta, Dr. Kamal Parwal and Dr. Amok Tanwar.

Addressing the voters and BJP workers Professor Mukhi high lighted what the Hon’ble Judge had observed while hearing bail application of Deputy Commissioner, Department of Transport under Government of Delhi. The DC was allowed bail as the Hon’able court was satisfied that he was not the decision maker. The decision had been taken by the Cabinet and it is they who could be held responsible. The case related to the process of granting fitness to commercial vehicles by the Transport Authority. The Government of Delhi had given the contract for lane testing to M/s. ESP India without inviting any tenders. The Anti-corruption wing of the Government had registered an FIR on a complaint by an RTI activist. Two persons from ESP India were even arrested soon after the registration of the FIR. The BJP had raised the matter in the House. The Government just covered up the matter by arresting a former employee although the decision had been taken by the Cabinet.

“The Congress has neither any policy nor any plans   to come up to the expectations of the people of Delhi. Its policy of dividing the voters to create vote banks now stands fully exposed. The people will now register their protest against the present government by pressing the Lotus button on December 4.” Professor Jagdish Mukhi concluded.

प्रो जगदीश मुखी विधायक एवं पूर्व वित्त मंत्री,  दिल्ली सरकार एवं भाजपा उमीदवार ने आज अपनी जनकपुरी विधानसभा क्षेत्र के  अंतर्गत ए तथा बी ब्लाक जीवन पार्क में कार्यकर्ताओं के लाव लश्कर के साथ पदयात्रा कर मतदाताओं से संपर्क किया एवं बैठक की। इसके अतिरिक्त जनकपुरी क्षेत्र के डॉक्टरो, जिनकी संख्या 150 के  करीब थी, ने अपनी एक बैठक की, जिसमे डॉक्टर कमल सिंघल, डॉक्टर एस.सी सिंघल, डॉक्टर लोकेश गुप्ता, डॉक्टर कमल पारवाल एवं डॉक्टर अमोक तंवर प्रमुख थे और डॉक्टर्स एसोसिएशन के सदस्यों ने एक प्रस्ताव पास किया गया और श्री नरेंद्र मोदी जी के नेतृत्व में आस्था वयक्त करते हुए कहा कि देश की बीमार अर्थवयवस्था  लगभग आई.सी.यू में पड़ी है  को वहाँ से बहार निकालने के लिए श्री नरेंद्र मोदी जी की कुशल एवं सशक्त्त नेत्तृव की आवश्यकता है इसके लिए दिल्ली में डॉक्टर हर्षवर्धन का नेतृत्व में भाजपा कि सरकार होना ज़रूरी है  जिसके लिए जनकपुरी क्षेत्र से प्रो जगदीश मुखी को जीतना आवश्यक है। प्रस्ताव में यह भी कहा गया कि उनका एसोसिएशन आई.एम.ए को जमीन  डी.डी.ए से दिलवाने के लिए प्रो मुखी जी का हमेशा ही ऋणी रहेगा।

प्रो मुखी ने मतदाताओं एवं कार्यकर्त्ताओं को सम्बोधित करते हुए कहा कि कांग्रेस सरकार का घोटालों से चोलीदामन का साथ है। कांग्रेस द्वारा बुरारी स्तिथ ट्रांसपोर्ट अथॉरिटी में कमर्शियल गाड़ियों कि जांच हेतु  भ्रष्टाचार में दिल्ली सरकार के एंटी करप्शन विभाग द्वारा पूर्व डिप्टी कमीशनर की जमानत की अर्ज़ी पर सुनवाई में नयायालय ने यह कहकर उन्हें जमानत दी कि वह प्रकरण में डिसीजन टेकिंग  नही था। इस मसले में कैबिनेट कि अनुमति से वह  कार्य हुआ था और इसके लिए दिल्ली कि मुख्यमंत्री और पूरी कैबिनेट दोषी थी। दिल्ली सरकार के परिवाहन विभाग ने लेन टेस्टिंग का ठेका बिना टेण्डर मेसर्स इ.एस.पी इंडिया को दिया था और आर.टी.आई कार्यकर्ता की शिकायत पर 17 दिसंबर को दिल्ली सरकार के भ्रष्टाचार निरोधक शाखा द्वारा एफ.आई.आर दर्ज कर लिया गया था और एफ.आई.आर दर्ज करने के उपरान्त इ.एस.पी इंडिया लिमिटेड के दो लोगों को गिरफ्तार भी किया गया था। सदन में भाजपा ने इस मुद्दे को जोर शोर से उठाया था और कहा था कि जिसकी साठगांठ से भ्रष्टाचार के प्रकरण को अंजाम दिया गया उन् पर कारवाही की जानी चाहिए थी परन्तु एक पूर्व अधिकारी को गिरफ्तार कर सरकार लीपापोती करने में लगी रही जबकि इसका निर्णय कैबिनेट द्वारा लिया गया था।

प्रो मुखी ने कहा कि जन अपेक्षाओं पर खरा उतरने के लिए कांग्रेस के पास कोई नीति ही नहीं है जिससे जनता की सेवा की जा सके और अब दिल्ली कि जनता कांग्रेस की बांटो और राज करो की नीति को समझ गई है और अपेछित रूप से ४ दिसंबर को भाजपा के कमल निशान की बटन को दबाकर अपना विरोध प्रकट करेगी।

प्रो मुखी ने मतदाताओं एवं कार्यकर्ताओं को सम्बोधित करते हुये कहा कि दिल्ली में कांग्रेस सरकार की स्पष्ट उद्योग नीति न होने के कारण आज लगभग औधोगिक इकाईया बंद हो चुकी हैं।  दिल्ली में पहले हैवी इंडस्ट्री पर बैन लगाया गया उसके उपरांत स्माल इंडस्ट्री को भी बंद करने के आदेश दिये गये और पॉलुशन के नाम पर इतने कड़े कानून बना दिये गये कि अनेकों फैक्ट्रियां दिल्ली में दम तोडने लगी। दिल्ली में नान इंडस्ट्रियल एरिया के नाम पर हज़ारों फैक्ट्रियां बंद कर दी गई  और जिन उद्योगों को औधोगिक क्षेत्र में स्थानांतरित किया गया वहाँ पर मूलभूत सुविधयों के अभाव के कारण उद्योग दिन प्रति दिन बंद होते चले जा रहे हैं।  

प्रो मुखी ने कहा कि दिल्ली में जो 70 प्रतिशत से ऊपर रिहायशी क्षेत्र में उद्योग चल रहे थे उन्हें अंततोगत्वा आज से लगभग एक दशक पूर्व अनुमति तो मिल गई परन्तु उनके क्षेत्र का विकास कैसे हो और सभी उधमियों को लइसेंस कैसे मिले और उनके उद्योग कैसे  पनपें और उनके उद्योगों में कैसे बढोत्तरी हो इस निमित सरकार की नीरसता आज दिल्लीवासियों के सामने है और जो औधोगिक क्षेत्र घोषित किया गया उसमें किसी एक में भी आज तक विकास कार्य तो दूर उसकी योजना तक भी नहीं बनाई गई और जो औधोगिक क्षेत्र समय समय पर सरकार, दिल्ली सरकार या डी. डी. ए. द्वारा विकसित किये गये उनके रखरखाव के लिए भी सरकार ने ऐसे कड़े नियम बना दिये कि वहाँ के उधमियों को मूलभूत सुविधाओं के लिए राशि देने के लिए बाध्य किया गया और आज दिल्ली के औधोगिक क्षेत्र की जर्जर हालत किसी से छिपी हुई नहीं है।  

प्रो मुखी ने कहा कि जनसमस्याओं के निराकरण के लिया कांग्रेस के पास कोई नीति ही नहीं है जिससे जनता की सेवा की जा सके और अब दिल्ली कि जनता कांग्रेस की बांटो और राज करो की नीति को समझ गई है और अपेछित रूप से ४ दिसंबर को भाजपा के कमल निशान की बटन को दबाकर अपना विरोध प्रकट करेगी।

प्रो मुखी ने मतदाताओं एवं कार्यकर्ताओं  को सम्बोधित करते हुए कहा कि दिल्ली और देश की जनता अभी प्याज की बढे हुये दामों से उबर भी नहीं पाये हैं कि टमाटर की अचानक बढ़ती कीमतों ने जनता को बेहाल कर दिया जिसके लिए मुनाफाखोर और दिल्ली सरकार दोषी है क्योंकि दिल्ली की मंडियों पर दिल्ली सरकार का कोइ अंकुश ही नहीं है।  यदापि दिल्ली की मुख्य मंडियों मॅ कांग्रेस की मुख्यमंत्री द्वारा कांग्रेस के पदाधिकारियों को नियुक्त किया हुआ है और वह केवल अपना स्वार्थ साधन कर रहे हैं और जनता की उन्हें कतई चिन्ता नहीं है और टमाटर की कीमतें एकाएक पिछले कुछ दिनों में बढ़कर 80 रूपए किलो पर पहुंच गई हैं।

प्रो मुखी ने कहा कि जब 1998 में प्याज के भाव बढे थे तो कंग्रेसी नेता गले में प्याज की मालाएं डाल कर गली -गली घूमे थे।  उस विधान सभा चुनाव में आधिकांश कांग्रेस के उम्मीदवार प्याजी एम. एल. ए बन गए थे।  परन्तु अब चुनावी माहौल में सारे कांग्रेसी चुप्पी साधे  बैठे हैं।

प्रो मुखी ने कहा कि जब जब दिल्ली की कांग्रेसी मुख्यमंत्री किसी भी मसला, चाहे वह ट्रांसपोर्ट का हो , कानून व्यवस्था का हो, पानी का हो, बिजली का हो वह केंद्र पर पते डालकर अपना पल्लू झाड़ लेती रही है।  जबकि केंद्र में भी कांग्रेस की सरकार है और उस केंद्र सरकार के साथ ही कांग्रेसी मुख्यमंत्री भी इन सब समस्याओं की जिम्मेवारी से बची नहीं रह सकती।

प्रो मुखी ने कहा कि दिल्ली की जनता कांग्रेस की कथनी और करनी के भेद से भलीं भांति परिचित हो गई है और 4 दिसंबर को जनता सब समस्याओं के लिए कांग्रेस को उचित जवाब देने को तैयार है।

Delhi government blamed for sky rocketing prices of vegetables

Professor Mukhi, addressing voters in Janakpuri constituency and field workers of the BJP, held the Delhi government responsible for the abnormal rise in prices of vegetables.

 “The people have Delhi are yet to recover from the shocks of sky rocketing prices of onions.  Now they are added with burden of abnormal rise in price of tomatoes that are selling for Rs. 80 per kg.  

The government of Delhi has appointed its own party men to oversee the functioning of principal whole sale vegetable markets. These appointees are totally indifferent to the woes of the common man. They are only interested in filling their own pockets.”

\Professor Mukhi added that in 1998, congressmen had protested against rising prices of onions and went about the lanes wearing onion garlands around their necks. They exploited the situation to win seats to Delhi Assembly in the elections. The same people are now sitting speech less.

“The Chief Minister of Delhi very conveniently shifts the blame to the

Government at the Center for all the troubles that the people of Delhi have to face. Be it Law and order , water supply , electricity or public transport , the  Government of Delhi pleads its helplessness conveniently forgetting that it is her own party that is in power at the Center .

The people of Delhi are now well familiar with this wide gap between what the Congress government in Delhi promises and what it actually delivers.

The voters are now ready to give on December 4 a fitting reply to Congress

Government for its acts of omission and commission.

प्रो  जगदीश मुखी ने अपने विधानसभा क्षेत्र, जनकपुरी के वार्ड न. 119 के साउथ एक्सटेंसन - पार्ट ।, 2  & 3. दयालसर रोड तथा जेड ब्लाक उत्तम नगर में पदयात्रा के दौरान मतदाताओं एवं कार्यकर्ताओं को सम्बोधित किया।  इस अवसर पर निगम पार्षद श्री अनिल सब्बरवाल, मंडल अद्यक्ष श्री युधवीर सिंह एवं सेंकड़ों महिला एवं  कार्यकर्ताओं को सम्बोधित करते हुए प्रो मुखी ने कहा कि युवाओं को रोजगार देने में दिल्ली कि कांग्रेस सरकार ने ज़रा सी भी संवेदनशीलता नहीं दिखाई।  सरकारी आंकड़ों के अनुसार दिल्ली के रोजगार कार्यालयों में लगभग 11 लाख बेरोजगारों के नाम दर्ज हैं परन्तु दिल्ली कि कांग्रेस सरकार ने पिछले 10 वर्ष में केवल 11 हजार व्यक्तियों को रोजगार दिया है। इनमे भी 8 हजार डी.टी.सी बसों के ड्राईवर हैं। अन्यथा 10 वर्षो में केवल ३ हज़ार लोगों को रोजगार मुहैया कराया गया। जिनमे 2003 में 426, 2004 में 167, 2005 में 107, 2006 में 223, 2007 में 105, 2008 में 23, 2009 में 16, 2011 में 175 और 2012 में 1349 को ही रोजगार मिल पाया है।

जबकि रोजगार कार्यालयों पर पिछले 10 वर्ष में लगभग 80 करोड़ रूपये दिल्ली सरकार ने खर्च किए हैं। दिल्ली कि जनसंख्या इस समय लगभग पौने 2 करोड़ है। कुल 40 लाख के लगभग परिवार है। उनमे 11 लाख बेरोजगारों के नाम रोजगार कार्यालयों में दर्ज हैं।  इसके अतिरिक्त लाखों  बेरोजगार ऐसे हैं जिन्होंने अपने नाम रोजगार कार्यालयों में दर्ज नहीं कराये।  कांग्रेस की सरकार के लिए इससे अधिक शर्म कि बात क्या होगी और जनता के साथ इससे बड़ा विश्वासघात क्या होगा कि 10 वर्ष में एक प्रतिशत बेरोजगारों को भी सरकार रोजगार नहीं दिला पाई।

दिल्ली सरकार कन्नौटप्लस व नई दिल्ली के क्षेत्रों की तथाकथित खूबसूरती पर 4000 करोड़ रुपये से अधिक खर्च करती है परन्तु बेरोजगार - नौजवानों को बेरोजगारी भत्ते की कोई योजना नहीं बनाई गयी। दिल्ली कि कांग्रेस सरकार के 15वें वर्ष के बजट में भी रोजगार सृजन की कोई योजना नहीं है।

प्रो मुखी ने कहा कि पानी, बिजली, बस के किराये व वैट की वृद्धि से तो जनता त्राहि त्राहि कर रही है और भीषण बेरोजगारी से दिल्ली सरकार का जनता विरोधी चेहरा बेनक़ाब हो गया है और जनता कांग्रेस को 4  दिसंबर को  होने वाले चुनाव में सबक सिखाने जा रही है।

“11 lakh unemployed youth registered with Employment Exchanges.  In Delhi.   Only 11 thousand got employed in 10 years ”

On his pre-election trail, Professor Jagdish Mukhi addressed the voters and party workers from ward 119 of the Janakpuri constituency.

Walking through South Extension parts !-II and III , Dayalsar road and Z block Uttam nagar , the BJP candidate listed out the total failure of the Congress government in Delhi so far providing new jobs was concerned . He was accompanied by MCD Counselor Anil Sabharwal and Mandal Adhyaksha Yudhveer Singh. Over a hundred male and female party workers joined Prof. Mukhi in the door to door canvassing.

“Over the last decade, Delhi government could provide employment to only 3000 job seekers besides the 8000 DTC Bus drivers.

The year wise statistics reveals how indifferent the Congress government has been to the unemployment situation in the national capital. In the year 2003 only 426 registered unemployed got employment. The figures f or the successive years are 167 in 2004, 107 in 2005, 223 in 2006, 105 in 2007, 23 in 2008, 16 in 2009, 175 in 2011 and just 1349 in the year 2012. These official figures show how dismal has been the unemployment situation under Congress rule.

Government of Delhi spent around Rs. 80 crores over the last ten years on Employment Exchanges. There are around 40 lakh families in Delhi.

From these families 11 lakh unemployed persons are registered with the employment exchanges. There are many more unemployed who are not registered. It is a shameful situation that over a period of ten years , the Congress government in Delhi could not provide jobs to even 1 % unemployed persons .

Delhi has no scheme for any relief by way of unemp0loyment allowance

although it spends over Rs. 4000 crores on beautification of Cannaught Place and other parts of New Delhi. There is no provision for any relief to unemployed youth even in the budget for the current financial year.”

Professor Jaghdish Mukhi said, “People of Delhi have suffered for long the abnormally high Electricity rates, Bus fares and VAT. They have now seen through the anti-people side of the Congress face. They shall

teach those in power a lesson on December 4 this year through their ballot. ”

“Delhi government has so far spent only 40 % of the funds allocated for development. There used to be pre-budget meetings of the Planning Board to decide how funds ear marked for development projects would be spent. But in a dictatorial manner this practice has been given up by the present Chief Minister Smt. Sheila Dixit. This criminal lapse has led to total mess in the execution of programmes for the welfare of the people of Delhi. “

The allegations have come from the former Finance Minister, Government of Delhi Sh. Jagdish Mukhi who is the BJP candidate from Janakpuri constituency of Delhi Assembly. He was out on a door to door canvassing trail covering Blocks C1A- D and E and

 Mahavir Enclave –III.

In his padyatra he was accompanied by Mandal Adhyaksha Balraj Solanki , Chandra Veer , Secretary Sardar Malkeet Singh Pahwa, Gagan Sahni, District Secretary Narendra Chawla and over a hundred youth workers of the Bharatiya Janata Party .

“The government of Delhi has failed to utilize finds provided for Plan projects. In stead the government has been wastefully spending funds on Non- plan items. Through paid advertisements, hoardings and banners, the people of Delhi are being misled to believe in false accounts of achievements of the government. But such deceptive tactics cannot go on for ever. The voters of Delhi will give their verdict against these false accounts on December 4 this year. ” concluded Dr. Jagdish Mukhi .

प्रो मुखी ने दिल्ली सरकार द्वारा विकास योजनाओं के लिए  उपलब्ध राशि के खर्च में हो रही आनियमितयों पर कहा कि दिल्ली की मुख्यमंत्री श्रीमती शीला  दीक्षित केंद्र सरकार से दिल्ली के विकास के लिए  भारी योजना राशि की मांग कर रही हैं और दूसरी ओर विकास के लिए जो योजना राशि उपलब्ध है उसका केवल 40 प्रतिशत ही अब तक खर्च कर पाई  हैं। यह एक ऐसी आपराधिक लापरवाही है जिसे क्षमा नहीं किआ जा सकता। दिल्ली में बजट से पूर्व हमेशा ही योजना बोर्ड की बैठक में यह तय  किया जाता था कि किस-किस विभाग के द्वारा कितनी राशि व्यय की जाये जिससे दिल्ली का सर्वांगीण विकास हो सके परन्तु दिल्ली कि मुख्यमंत्री के तानाशाही रवैये के कारण उसे बंद कर दिया गया और जिसके चलते दिल्ली में अव्यवस्था और विकास की दुर्दशा हुई, उसके लिए श्रीमती शीला दीक्षित पूरी तरह जिम्मेवार है। 

प्रो मुखी ने कहा कि जहाँ दिल्ली सरकार के अनेकों विभाग, योजना राशि को खर्च नहीं कर पाये हैं वहीँ गैर योजना मद में राशि उड़ाने में लगे हुए हैं और गैर योजना मद राशि से होडिंग्स और बैनर तथा विज्ञापन लगाकर दिल्ली कि जनता को भ्रमित करने का प्रयास किया है परन्तु दिल्ली कि जनता सरकार के झांसे में नही आने वाली है और वह इनकी कथनी और करनी को जान चुकी है कि दिल्ली सरकार हर मोर्चे पर विफल रही है। 

प्रो मुखी ने कहा कि दिल्ली सरकार द्वारा योजना मद में जो राशि लोकहित तथा विकास कार्यों में खर्च होनी  चाहिए थी उसे वह होडिंग्स,बैनरों और विज्ञापनों में अपनी आत्मप्रशंसा में लगाकर गैर लोकहित जेसे कार्यो में न लगाये जाने का जवाब जनता 4 दिसंबर को होने वाले चुनाव में कांग्रेस को देने जा रही है।

प्रो मुखी ने कार्यकर्ताओं को सम्बोधित करते हुए दिल्ली सरकार के स्वास्थ सेवाओं के दावे को  खोखला बताते हुए  कहा कि 1998 में दिल्ली सरकार के अस्पतालों में 4879 बेड्स थे 2013 में 9700 है जबकि दिल्ली कि आबादी 2001 में 1 करोड़ 38 लाख थी और अब २ करोड़ है।  अस्पतालों में मरीज़ दवाईयों के लिए  धक्के खाते  रहते हैं और एक ही बिस्तर पर 2 -2 मरीज़ होते हैं। दिल्ली में गत 5 वर्षों में दवाओँ के दाम में कितने प्रतिशत की बढ़ोतरी हुई है। आज दिल्ली में नकली दवाईयां  खुले आम बेचीं जा रही हैं और सरकार का कोई नियंत्रण नहीं है। एक हज़ार लोगों के लिए 9 बिस्तर होने चाहिए दिल्ली सरकार के पास केवल 2.5 बिस्तर ही हैं और 10 हज़ार लोगों के लिए आज केवल 2 सरकारी डॉक्टर ही हैं। दिल्ली में गरीबी रेखा से नीचे गुज़र बसर करने वाले सरकारी आंकड़ों के हिसाब से 4 लाख लोग हैं परन्तु दिल्ली सरकार कि स्वास्थ बीमा योजना में केवल 3578 परिवार ही कवर  किए गए हैं और जिसके लिए केवल मात्र 4,39,199 रुपये का ही बजट  लिया गया है। 

प्रो मुखी ने कहा दिल्ली के निजी अस्पतालों में गराबी रेखा से नीचे रहने वाले लोगों को मुफ्त में इलाज कि सुविधा नहीं दी जा रही है जबकि ओने-पोने दाम पर उन्हें भूमि दी गयी है। प्रो मुखी ने ये भी कहा दिल्ली सरकार ने जो कैट सेवा प्रारम्भ की थी वे भी दिल्ली कि सड़कों पर कहीं नज़र नहीं आती।

“Delhi has only 2 Government doctors for 10,000 population.

   A thousand people have access to just two hospital beds”

This sorry state of medical facilities in Delhi was highlighted by Professor Jagdish Mukhi in his election campaign covering Tiharjail quarters, Nariniketan, and Blocks A1A-A1B-and A1 in Ward 118 of the Janakpuri constituency.

Prof. Jagdish Mukhi has been representing this constituency for the last six consecutive terms. He has also served as Minister for Finance in the Government of Delhi. 

In his door to door campaign he was accompanied with Nigam Parshad Mrs. Rajani Mamtani , Mandal Adhyaksha Balraj Solanki , Navin Wahi , RWA President J.B.Gupta , Mohan Seth , Sunil Adora , Sunil Jindal and over a hundred BJP workers

“Delhi government has miserably failed to provide any worth while medical facilities to the people of Delhi.

 Over the decade, the population of Delhi has grown by over 60 lakhs but just around 4700 beds have been added in government run hospitals. .  Two patients on a single hospital bed is a common sight in most government run hospitals. Patients do not get appropriate medicines from the   hospitals and have to get diagnostic tests done on payment from market agencies.

There has been a phenomenal rise in the price of medicines over the last five years. The government has no control over sale of spurious drugs.

According to government estimates there are 4 lakh people living below poverty line but only less than four thousand have been covered under State Health Insurance Plan. The budget provision under this head is a mere Rs.  4, 39,199.”

Professor Mukhi was critical of private hospitals denying medical facilities to poor patients although they had been provided land at much below markets rates on the understanding that they would reserve a certain percentage of beds in the hospitals for poor patients.

“The CAT ambulances are no where on the roads of Delhi . All claims about provision of Health services to the people of Delhi are hollow. ”

“If 73 lakh people in Delhi still need food security, who has cornered the fruits of economic progress?”

Professor Jagdish Mukhi. the sitting MLA and BJP candidate from Janakpuri constituency made a hard hitting attack on the economic policies of the Congress government in Delhi.

Addressing an election rally in Ward 119- covering D2-D3 

and A and B blocks in his constituency, Dr. Mukhi said that the Congress governments at the Center and in Delhi had made a total mess of the economic situation. The exchange rate of Rupee for the US $ has slided down to Rs.  63   for a Dollar. The growth rate statistics did not reveal the bitter truth that the poor have become poorer and only the rich have grown richer.

Anil Sabharwal, Mandal Pradhan Yudhveer and over a hundred BJP workers and members of the Mahila Morcha was on a door to door campaign.

He said, “Delhi has the highest per capita income among the states but that was the situation even twenty years ago. It is unfair to work out this average clubbing the income of just 5-10 % very rich people and the 90-95 % very poor people in the capital city. The fruits of economic progress have not reached the poor as even according to government statistics, around

 73 lakh people continue to live below the poverty line and need food security.

  

During his address, Professor Mukhi, who has been a Finance Minister himself, revealed that the Congress government in Delhi had been spending up to 55 % of budget allocations on Non-plan heads. This figure was 35-40 % during the BJP regime. State earnings were at that time largely spent on projects that directly benefited the people of Delhi.

“Congress government has been making hollow claims. Its main concern has been continuing in power. Now the time has come when the voters in Delhi will expose the real face of the Congress through their votes on December 4, 2013. “

प्रो. जगदीश  मुखी, विधायक एवं पूर्व  वितत मंत्री, दिल्ली सरकार एवं भाजपा उम्मीदवार ने आज अपनी जनकपुरी विधानसभा क्षेत्र  के वार्ड न. 119 के अंतर्गत डी-1, डी-२, डी-३ एवं ए और बी ब्लाक, तथा जीवन पार्क में पदयात्रा कर कार्यकर्ताओं एवं मतदाताओं को सम्बोधित किया। इस अवसर पर वहाँ के निगम पार्षद अनिल सब्बरवाल, मंडल प्रधान यूद्धवीर के साथ ही महिला एवं मोर्चा के सेंकड़ों युवा कार्यकर्ता मौजूद थे। 

प्रो मुखी ने मतदाताओं एवं कार्यकर्ताओं को सम्भोदित करते हुए कहा कि देश और दिल्ली कि कांग्रेस सरकार ने अपनी नीतियों से अर्थव्वस्था को चौपट करके रख दिया है। आज रुपये की कीमत 63 के मुकाबले एक $ के बराबर हो गई। दिल्ली में एक और जहाँ दिल्ली सरकार प्रति व्यक्ति आय 2 लाख एक हज़ार 83 रूपए बता रही हैं और वहीँ दूसरी और दिल्ली में फ़ूड सिक्यूरिटी बिल के अंतर्गत मुख्यमंत्री 73 लाख गरीबीरेखा से नीचे रहने वाले लोगों कि बात कर रहे हैं।  अर्थात अमीर आदमी की आमदनी और गरीब आदमी की आमदनी को जोड़कर औसत निकालना तर्कसंगत नहीं है केवल 5 या 10 परसेंट लोगों का ही आर्थिक विकास हुआ है। कांग्रेस सरकार द्वारा बताई गई विकास दर पूर्णत: भ्रामक है। सरकार का यह कहना कि दिल्ली में प्रतिव्यक्ति आय सर्वाधिक है, यह तथ्य 20 वर्ष पहले भी था बल्कि अपने आंकड़ों से सिद्ध होता है कि दिल्ली की 73 लाख आबादी गरीबी रेखा से नीचे जीवन यापन कर रही है। जिसे खाद्य सुरक्षा गारंटी देने की बात कही जा रही है। वास्तविकता ये है कि दिल्ली सरकार की गलत आर्थिक नीतियों के कारण अमीर और अमीर हुआ है तथा गरीब और गरीब हुआ है। यह सरकार के आंकड़ों से स्वत: सिद्ध है। 

बजट में बढ़ोत्तरी के दावे निराधार हैं क्यूंकि कांग्रेस राज्य के हर बजट में बजट राशि का लगभग 55 प्रतिशत भाग गैर योजना मदों पर खर्च किया गया है जो दर्शाता है कि सरकार ने आम आदमी की गाढ़ी कमाई से वसूला गया राजस्व सरकार ने फ़िज़ूल खर्ची पर खर्च किया है। भाजपा शासन के द्वारा बजट में मात्र 35 से 40 प्रतिशत ही गैर योजना मदों पर खर्च हुआ था और जनता के पैसो का सदुपयोग किया जाता था। 

कांग्रेस के वादे केवल दिखावे वाले होते हैं और उसे जनता और देश की कतई परवाह नहीं है, वह केवल कुर्सी पाने के लिए लालायित रहती है। परन्तु अब समय आ गया है 4 दिसंबर को चुनाव में जनता कांग्रेस को आईना दिखाने के लिए तैयार है।

प्रो. जगदीश  मुखी, विधायक एवं पूर्व  वितत मंत्री, दिल्ली सरकार एवं भाजपा उम्मीदवार द्वारा आज अपनी जनकपुरी विधानसभा क्षेत्र के अंतर्गत वार्ड न. 117 के चंदरनगर, नारंग कॉलोनी में मतदाताओं से सम्पर्क हेतु पदयात्रा की गई। जहां स्थित हरेराम हनुमान मंदिर, में प्रो मुखी द्वारा पूजा अर्चना कि गई एवं नारंग कॉलोनी स्थित गुरुद्वारा संत सभा में उनके द्वारा मत्था टेका गया और अरदास के बाद साध संगत गुरुद्वारा सभा के सदस्यगणों द्वारा प्रो मुखी को चुनाव में जीत के लिए आशीर्वाद दिया गया।  पदयात्रा में प्रो मुखी के साथ मंडल प्रधान श्री बलराज सोलंकी, श्रीमती जगदम्बा चौहान, श्री जीतेन्दर दुआ एवं पदाधिकारी श्री सुरेश कुमार तथा रेजिडेंट वेलफेयर के पदाधिकारीगण जिनमें श्री ओ.पी. अरोरा, श्री आर.के. अरोरा, श्री कमल ढींगरा, श्री हरबंस भरेजा, श्री खोसा जी के साथ ही युवा एवं महिला मोर्चा के सैंकड़ो कार्यकर्ता मौजूद थे। 

प्रो मुखी ने स्मरण दिलाया कि दिल्ली के 40 प्रतिशत क्षेत्रों में सीवर वयवस्था नहीं है जिसे एक बयान में श्रीमती शीला दीक्षित ने स्वीकार भी किया है।  हकीकत में तो शेष 60 प्रतिशत क्षेत्रो में भी सीवर वयवस्था टूट फूट चुकी है और सीवर का गन्दा पानी या तो सडको पर बहता है या बरसाती नालियों में जाता है जहाँ से कई स्थानो पर वह पीने के पानी में मिल जाता है। जिससे भयंकर बीमारियां फैल रही है। इसके बाद दूसरे बयान में श्रीमती दीक्षित ने यह भी स्वीकार किया था कि वह दिल्ली वासियों को पीने का पानी मुहैया नहीं कर पाती इसलिए वह शर्मसार है।

प्रो मुखी ने कहा कि श्रीमती शीला जी कहती थी कि पुलिस व डी.डी.ए. उनके अधीन नहीं है इसलिए वह दिल्ली को बलात्कार व अपराधों कि राजधानी होने और दिल्ली के एक महास्लम होने के लिए अपनी जिम्मेदारी को नकार सकती है यधपि केंद्र में भी कांग्रेस सरकार है जो इन् सब के लिए जिम्मेदार है। परन्तु पानी और बिजली तो सीधे सीधे उनके अन्तर्गत हैं। अधिकांश दिल्ली बूंद बूंद पानी के लिए तरसती है और जो पानी मिलता है वह प्राय: प्रदूषित होता है जिससे लाखो लोग बिमारी कि लपेट में आते हैं। और उस पर पानी के बिल दस गुणा आ रहे हैं। जहां सीवर नहीं भी है वहाँ सीवर का सरचार्ज ओर जोड़ दिया जाता है। 

दिल्ली में पानी के निजीकरण के अंतर्गत जो 4 प्लांटो का निजीकरण हुआ है जिसमे भी घोर अंनियमित्तता कि शिकायते मिलने पर अभी एक सप्ताह पूर्व ही सी.बी.आई ने जांच प्रारम्भ कि है।

प्रो मुखी ने कहा कि 15 वर्षो में शुद्ध पानी व सीवर की खराब व्वस्था की उनकी स्वीकृति के बाद अरबों रूपए के उनके विज्ञापन छपवाए जो दिल्ली सरकार के जनता विरोधी चेहरे को छुपा नही सकते।  दिल्ली कि जनता  आने वाले 4 दिसंबर के चुनाव में उन्हें माकूल जवाब देगी।
